Street Outreach Program | Funding Announcement Walkthrough

The Street Outreach Program (SOP) provides street-based services to runaway, homeless, and street youth who have been subjected to, or are at risk of being subjected to, sexual abuse, prostitution, sexual exploitation, and severe forms of human trafficking in persons. 

Note: The Family and Youth Services Bureau (FYSB) has shared additional FY26 SOP Application Limits. See the current guidance on SOP NOFO p. 7.

FYSB has recently clarified that this same guidance applies to all RHY grants:

• Currently operating SOPs

• Intensive Street Outreach and Access to Services supported by:

  • FY25 Basic Center Programs

  • FY25 Transitional Living Programs

  • FY25 Maternity Group Homes

These applicants are eligible to apply for FY26 SOP funding, if they propose providing services:

• To a new population of youth, or

• In a new geographic/service location
